Kabul (BNA) The 184th meeting of the National Procurement Commission (NPC) presided by H.E Mohammad Ashraf Ghani; the President of Islamic Republic of Afghanistan; which was held on Tuesday evening; April 9th, 2019 at the Presidential Palace. At this meeting; 20 procurement contracts were reviewed which resulted in approval of 18 contract worth more than 97.4 Million USD by NPC. – The contract for rehabilitation of Herat-Chesht-e-Sharif road with 35 KM long; related to Ministry of Transport (MoT); – The contract for construction of the road from Yangi Qala district to Chah Aab of Takhar Province; with 27 KM long (Beyond Kokcha) forth phase; related to MoT; – The contract for rehabilitation of the road from Behsood bridge to Abdul Khail and Behsood bridge`s connection road with 12 KM long; related to MoT; – The contract for procurement, installation and power distribution networks in Karukh, Pashtun Zarghun, Chishte Sharif and Obee districts of Herat Province; related to Da Afghanistan Brekhna Shirkat (DABS); – The contract for rehabilitation of the river through Namak Aab river of Namak Aab district in Takhar Province; related to Ministry of Energy and Water (MEW); – The contract for procurement of telemedicine equipment for three hospitals and establishment of a medical information center in the Ministry of Public Health (MoPH); – The contract modification (Time extension) of the project for procurement of two firefighting vehicles; required for Custom departments of Farah and Nimroz Provinces; related to Ministry of Finance (MoF), – The contract modification of the project for procurement of internet with Explore Tech and Uzbek Telecom; related to the Ministry of Communications and Information Technology (MCIT); Meanwhile; the request for modification of the contract (Time and cost extension), the second lot of the project for construction of four sub-stations of power transmission and distribution networks in Pashtun Zarghun, Obee, Karukh and Chisht-e-Sharif districts of Herat Province and request for modification of the contract (Time and cost extension) for procurement of transformers, concrete and metallic power utility poles, switches and switchboards, wires and cables, poles and other miscellaneous equipment of power supplies required by Kabul Electricity Department including 5 lots, the 4th lot (Wires & Cables); related to DABS and request for contract modification (Time and cost extension) of the consultancy project for supervision of Sharana to Angor Hadda with 50 KM long; related to MoT, after review and discussion were approved by NPC. In addition; the following procurement cases were presented to the NPC; which after review and discussion upon projects, the following decisions were made by the NPC: The contract for procurement of STM1 internet service required by Independent Administrative Reform and Civil Service Commission (IARCSC) and procurement of 12 MB of Internet required by Civil Service Institute through Fiber Optic in principle was approved by NPC and Afghan Telecom Company ware assigned to work on a plan to provide the same criterion facilities to all governmental organizations and present it to NPC. Request for contract modification of the project (Time and cost extension and modification in the content of the contract) for rehabilitation of water distribution network in Charikar city of Parwan Province; related to the Ministry of Rural Rehabilitation and Development (MRRD), verified on the condition to existence of budget. The report on investment of Haji Mohammad Dawoud Amani, Muslim Mashhal Omrazi and Arif Rahim Karimi; related to the Ministry of Defense (MoD) was presented to National Procurement Commission (NPC) which was approved by NPC. Moreover; the report on the implementation of previous NPC instructive decisions on procurement of blood bank consuming items and procurement of medical equipment; required by Aino Mena Hospital in Kandahar Province; was also approved by NPC. Proposals of Ministry of Public Health (MoPH) was also reviewed by NPC which was returned by NPC. The MoPH and National Procurement Authority (NPA) were entrusted to review the proposals and report it to NPC. The Ministry of Mines and Petroleum presented the report on bidding process of Jabal Saraj cement project and Herat Cement project, which were approved by NPC and Ministry of Mines and Petroleum ware assigned to comprehensively evaluate the technical and financial aspects of the bidding company. Moreover; the request for approval of the contract for construction of three-storey pilot building with its related facilities for Bahar Abaad`s pilot high school in Behsood district of Nangarhar Province; related to the Ministry of Education (MoE) was reviewed and it was decided to handover the management of the project to the Ministry of Urban Development and Lands. Implementation of NPC decisions on the contract for air transportation (Round Trip) of 30350 Hajj pilgrims from Afghanistan to Saudi Arabia in the year of 1398, was reviewed by NPC and it was decided that both airways (Ariana Afghan Airlines & Kam Air airlines) will equally transfer the Afghan Hajj pilgrims. The implementation of previous NPC instructive decision on inclusion of successor bidder (Ghazanfar group) to the next round of (Negotiation process) in Samangan`s cement project; presented by Ministry of Mines and Petroleum which was approved by NPC. During the discussion on the projects; H.E. Mohammad Ashraf Ghani; the President of the Islamic Republic of Afghanistan; emphasized on comprehensive oversight of the project implementation. NPA and MoT were entrusted to review the status of the companies that work with MoT and report it to NPC.
