Kabul (BNA) Chaired by President Hamid Karzai the meeting of the National Security Council discussed creation of the Taliban office in Qatar and the peace process.
Held at the presidential office, the meeting while confirming creation of the Taliban office in Qatar emphasized on the vital importance of the peace for Afghanistan and stressed that to ensure its success all needed measures should be taken and utmost care should be observed by all sides in this respect.
Considering the importance of the peace process and taking into account the past bitter experience that those coming in the name of messengers of peace by the Taliban, the terrorists caused the martyrdom of Prof, Burhanuddin Rabbani former chairman of the high peace council and the injury of Assadullah Khalid General Director of National Security Department, the meeting decided that members of the Taliban Tehrik in Qatar, should be introduced through reliable and credible documents by the leadership of this Tehrik.
So this issue should be envisaged in the procedure of work of the Taliban in Qatar office that is expected to be discussed by the governments of Afghanistan and Qatar.
Meanwhile the meeting discussed military issues as well.
Besmellah Mohammadi Minister of Defense and General Shir Mohammad Chief of Army Staffs of the ministry presented the proposal of the ministry about reforms in the system of promotions, appointments and retirement of the security sector and the results of the work of the commission assigned for this purpose.
The chief of staff proposed to the meeting that in order to standardize the system of promotions, appointment and retirement, there is need that certain amendments should come about in the article 34 of the national army.
President Hamid Karzai issued instruction that the process of promotions and appointments issues like education, professionalism, quality of service and loyalty towards the national interests of the country should be considered so that any officer of the national army including the general become certain that the only factory their promotion is their qualifications and patriotism.
