President Karzai: Delays In Bagram Prison Transfer Can Harm Relations Between Afghanistan And The US

Friday, March 15, 2013
Kabul (BNA) President Hamid Karzai and NATO commander in Afghanistan, Gen. Dunford met this afternoon to discuss the process of complete transfer of Bagram Prison to Afghan government control.
Pointing to the lengthening of the transfer process, the President reminded that all those who are innocent but still held in the prison should be released as per Afghan laws at the soonest.
The President stressed that even after the full transfer, those who pose a threat to the security of the country will remain in custody within Afghan laws.
The President said that issues regarding the handover were final and thus any more delays could harm the bilateral relations. He asked for a quick implementation of the prison handover.
In March 2012, a Memorandum of Understanding signed between Gen. Wardak former Afghan Defense Minister and Gen. Allen former NATO commander in Afghanistan, stated that the prison be fully handed over to Afghanistan sovereignty within six months after the signature of the MoU.
The same agreement was reaffirmed at the recent meeting of Afghanistan and US presidents in Washington who agreed that the Prison be transferred to Afghan sovereignty.
