Certain Groups In Some Foreign Countries Use Administrative Corruption As A Means of Pressure Against Afghanistan

Kabul (BNA) Administrative corruption has been changed in to a controversial issue in political and social of Afghanistan and certain circles in some foreign countries are seeking to use this imported phenomenon as a means of pressure against the government and people of Afghanistan.
BNA political analyst writes:
Recently Hamid Karzai the president of Islamic Republic of Afghanistan carried out an interview with NBC TV net work which focused mainly on administrative corruption in Afghanistan and measures adopted and carried out by Islamic Republic of Afghanistan for eradication of this nefarious action. President Karzai talking the issue pointed out, “extensive corruption is not the corruption exists in contracts which have not been concluded by Afghan government, but concluded by the international community specially the US and delivered to others?
Afghanistan after 2001, when international forces aiming to fight terrorism came to the country was at the focus of world community and billions of dollars flooded in to the country and spent, but unfortunately, still a great portion of the country’s population are living under poverty line and there has been no a basic change in livelihood of the people. The reason is that the money of western countries tax payers aiming to assist Afghan affected decades of war people is not spent according to the requirements of the needy people but spent by organizations and NGOs receive the funds from their relevant countries and spend according to their own will. These organizations and NGOs during the period, have chosen the project and performed it by their own selves and not only never considered themselves accountable and responsible before the Afghan government but paid no attention to other credible international organizations among them UN who played a supervisory role. The NGOs and organizations invest mostly on figures and fields in order to meet their own objectives and expectations.
During the decade, the rehabilitation process of Afghanistan was too symbolic that even the public institutions which were damaged during the assaults targeting Taliban regime after September 11 incident have not reconstructed. In brief most of the projects have been just on screens of the laptop computers of the donors. This kind of treatment and behaviors leave no doubt that some countries in the west consider the process of rehabilitation and financially supporting Afghanistan from political point of view.
The political and economic experts of the country believe certain circles outside the country try, spreading corruption, attract the attention of Afghans for collecting money in order to kill the spirit of nationalism on them and be silent against foreign interferences. In the other hand, the foreign organizations and NGOs that received funds from their relevant countries mostly the funds were spent on traveling by the most costly airlines and living in luxury in Afghanistan. Unfortunately, today international organizations such as International Crisis Group, International transparency and some authorities and media of the western countries consider Afghans the cause of corruption in Afghanistan. There is no doubt that corruption exists in Afghanistan but not in a rate that the west claims.
It should be repeated that western companies, organizations and NGOs are more involved in corruption and play a great role in spreading this sinister phenomenon. Since, the process of ending the mission of foreign forces in Afghanistan is under way, new games have been started against Afghan people; one of them is creating concern and intimidation among Afghan community and occasionally talks about the worsening of situation after 2014 and spreading of corruption and the other time about the improvement of the situation.
But they should know that the Afghans know better about the activities of every individual countries and organizations who are involved in their country. Now if there is insecurity in Afghanistan, the Afghan security forces are not responsible for it, it is because of the weak performances of international community. International community did not pay attention on incentives and factors caused the problem. Spreading corruption in Afghanistan is the result of unfair conclusion of contracts and regional political views of the main players in the region. Therefore they are responsible and accountable for wide spreading of corruption in the country not Afghans.
