Kabul (BNA)   Starting the second round of registration of the voters in the country, provides the opportunity for the people to take active part in upcoming presidential elections and this national process be performed with wide participation of the people.
Political analyst of BNA writes:
The Independent Commission of Elections announced the second round of registration of the voters on 27, July which include districts and the precincts of big cities. The first round of registrations was started earlier in the centers of provinces where totally one hundred thirty thousand, seven hundred sixty seven people registered their names and received voting cards.  In the second round the process which has been scheduled for two months, 440  registration centers have been equally established for men and women in order the eligible voters who have no voting cards, receive the cards and participate in the elections.
So far the exact number of who should obtain voting cards has not yet known, but the officials of Independent Commission of Elections try by launching propagating programs encourage people to participate in the elections.    
The upcoming presidential and provincials elections which have been planned for the first month of Afghan year are of great importance.
The upcoming presidential elections will take place according to the new law of elections in the same year, the process of handing over security responsibilities to Afghan security forces and withdrawal of foreign forces from the country are completed.
The process of preparations for holding elections is applaud able because earlier the elections were held according the decrees of the president, but the upcoming presidential elections will be held according the new law of the elections and the law on Formation ,Authorities and Obligations of the commission.
The executive and security organs have already assured about the fairness, transparency and security of the elections.
The role of people is very great in upcoming presidential elections. The people specially those who are eligible for voting understanding their responsibilities should participate in the elections because it would lead to the establishment of a strong democratic government in the country.   Without doubt such a government can play a vital role in security, tranquility and progress of the country.
If the people do not think about the upcoming elections consciously and not make serious efforts for participation of people in the elections, one should not expect a democratic system in the country and the bitter experiences of the past will be repeated once again and the new infant democracy in the country will be seriously damaged.
