Kabul (BNA) December third, the international day for persons with disabilities celebrated with chanting the slogan of “Toward a persistent and flexible society” across the world.
BNA social affairs analyst commenting on the issue writes December third the international day of disabled celebrated and commemorated in our country where more than one hundred thousand Afghan citizens are suffering from permanent disability with least medical, training and social opportunities.
The disabled in Afghanistan are living in tragic situation. The number of persons with disabilities is said to be more than one hundred thousand. Unfortunately a small number of them have opportunity to use the services provided by state and private organs. The state has failed to put in practice the legal rights of the disabled.
The organs that defend the rights of the persons with disabilities and heirs of martyrs say that among the disabled of the country, only 10% of them are employed and 90& are suffering from complete unemployment, while there are capable and talented people among disabled who can carry out various kinds of works.
The disabled of the country comprehending the regretful security and economic situation in the country not expect more than that the law is determined for them.
According to the Labor Law 7& of state employees should be recruited among disabled, unfortunately the state has failed so far to implement the law in practice.
In section of presenting medical, educational and other social services, still there is no any effective move and program while they talk much about the talented people but little used from those talented people, just because they are disabled.
In spite of that the state considers itself committed to implementing the disabled’s law in practice but failed because of security, economic and political reasons
Beside other issues, the contemptuous views of some members of the society on disabled have severely harmed them mentally.
