Government To Study Third Security Transition Phase

Kabul (BNA) President Karzai chaired the National Security Council Meeting at the presidential office. 
To begin with, the meeting evaluated general security situation in the country during which Interior Minister Besmellah Mohammadi assessed the security situation as satisfactory. 
Dr. Ashraf Ghani Ahmadzai Chairman of Security Transition Committee presented a report on the second phase of security transition and said that the second phase is going to be completed and with transition of security in Sar-i-Pul province that will take place soon the second security transition phase will be completed. 
He considered Herat and Laghman as example of good governance and added that in these provinces cooperation and people trust with the national police and national army is quite high and the lesson can be drawn from these provinces for the coming security transition phases. 
Ahmadzai called that parallel with transition of security struggle with corruption, improvement of public services and implementation of reconstruction programs in the provinces are also very important and added that there is need for projects after closure of the PRT offices by the ministries. 
He stressed that after completion of the second security transition the third phase will be taken up by the government and in a few days its programming will practically start. 
President Karzai said at the meeting that the process of security transition is moving ahead as per the plan and this is a great ordeal for ensuring self-reliance that accompanies with the support of the suffering people of Afghanistan. 
He considered the process of transition and reforms in the country inseparable part of each other and instructed the ministries to undertake serious measures in this direction. 
He advised that a special judicial meeting be held for improvement of good governance with the participation of acting chief of supreme court and attorney general office, chairman of commission for administrative reforms and civil services and head of the local organs department this coming Wednesday. 
It should be said that the issue for transition of responsibility of Bagram prison due to trip of General Abdul Rahim Wardak Minister of Defense could not be discussed at the meeting.
