Kabul (BNA) President Karzai chaired the plenary meeting of the council of ministers at the presidential palace yesterday.
To start with, president Karzai informed the meeting on his participation at the Nowruz (New Year) celebration of 1392 in Turkmenistan and stressed that since Nowruz of 1393 will be held in Kabul, he instructed the related organs for adoption of proper measures.
He also instructed the ministry of agriculture and irrigation, the Kabul Municipality to prepare a regular plan for planting of saplings in Kabul and other provinces in Afghanistan.
Meanwhile the Ministry of Urban development received instructions that as per the resolution no 51 dated 21/12/1391 of the CM, the map of the structure of Nowruz festival on the Tepa of Paghman should be prepared in a week time and referred to the CM.
The ministry of Justice and State Ministry for Parliamentary Affairs also received instructions to prepare the law on population census for adoption to the National Assembly.
Meanwhile, the chairman of the administration reforms and civil services presented the mechanism for holding of exams of civil services to the session and stressed that this draft is prepared for upgrading the specialized capacities of the sectorial ministries covering the ranks. Location, specialization of education, the level of education for graduates of the higher education as per the aims of the law on civil services.
However, the graduates of the high schools cannot participate at this process but based on the need of the government organs they can also prepare exams for the 2nd grade graduates as well.
The council of ministers approved the mechanism in principle and assigned the commission to provide necessary explanation about this mechanism and implement it accordingly.
The CM also assigned the government departments to undertake seminars and workshop with in their departments in order to upgrade the capacities of their staffs and the commission for administrative reforms and civil services supervise those workshops and report back to the CM.
The CM also decided that the commission on the basis of decree No. 45 of the president should prepare the draft for internal reforms within the commission and refer to the CM.
Minister of transport and civil aviation presented information on the shares of Balkh Air Company and carrying of joint ground handling and airport operations including maintenance by the Balkh Air and Arianna Airlines to the meeting.
The CM stressed that the ownership of the ground handling of the airports of the country is related to the Arian Airlines. The privilege that will be given to the Balkh Air Company should carry on those services jointly with the Arianna Airlines.
The CM approved carrying of operations at the Mazari-Sharif airport including the ground handling and its maintenance with the joint investment of Balkh Air and Arianna Airlines including specifying of the shares of Arianna Airlines for a period of 15 years with payment of 20% income to the government from the start of the activities.
The minister of foreign affairs proposal on construction of the VIP hall of the Kabul Airport by the Turkish TOPCU GROUP was adopted by the CM and the ministry was advised to start work on the project immediately.
At the end five international conventions were presented by foreign minister which were adopted accordingly.
