Afghanistan’s Economic Growth Not Enough to Recruit More Staffs in Civil Service Sector: Official

Kabul (BNA) The President of the Islamic Republic of Afghanistan, Mohammad Ashraf Ghani, on Monday evening during a meeting with the officials of the Independent Administrative Reform and Civil Service Commission (IARCSC), spoke about the achievements of the commission and the reforms in different parts of the civil service departments.

According to presidential press office statement, during the meeting, Ahmad Nader Naderi, IARCSC Chairman first presented the report on the activities and achievements of the commission over the past three years, which according to him, was also approved by the United Nations and international organizations.

He also briefed the president on his report on reforms, ensuring transparency in the recruitment process, and ending acting positions in the government departments.

Speaking about increase in manpower and job creation, he said that the educated strata is increasing in the country, but according to him Afghanistan’s economic growth was not enough to expand the structure of the departments and recruit more staffs in the civil service sector.

Naderi, as quoted in the statement, sought President’s instructions to get rid of the unemployment and create jobs for young cadres, and provided information on reforms in ministries and independent departments.

After listening to the speeches and the report, President Ghani said that the biggest problems of the Afghan administrations were the lack of a regular information system and relying on the classic administrative methods.

The President also emphasized the need to digitize Afghanistan’s civil service, and said that all government systems, including Afghanistan’s civil service, should be digitalized within the next three years.

On human resource recognition, the president said departments should have a clear definition of key tasks and recruit people accordingly. On employment opportunities, the president said the private sector could play a bigger role in job creation.

Emphasizing the need to strengthen the information system, President Ghani said that the reform process in ministries and other departments mainly focused on changes in the positions, but not in the contexts, adding that the issue should be resolved as soon as possible
