The session that took place in continuation of the president’s sessions with cabinet members, governors and parliament members aiming to assess the situation of economic growth, good governance, and coordination among state organs in the center and provinces.
In the session, the president made it clear that he tries in the light of constitution to establish a precise balance among the administrations of all parts of the county. The president also, insisting on establishing good governance and providing the ground for economic growth added there should not be fear regarding to accountability of achievements and problems.
The statements by the president indicate that there is a political will for bringing fundamental changes in central and provincial departments and there is an urgent need for a basic development in culture of good governance.
The statements of president Ghani cited in a time, establishing good governance, capacity building, counter corruption campaign, ensuring peace, stability, and a democratic system are the major objectives and commitments of the unity government. Implementing the above measures in practice can help the state in establishment of democratic system. Meanwhile, the international community depend their aids to the establishment of a good governing system in Afghanistan.
Here we discuss the definition of good governance. Therefore, the authorities in central, provincial, and local governance should have a specific definition from the culture of good governance. In democratic societies, that Afghanistan heading toward good governance means the government of people for the people.
Now, the question arises: who can establish good governance? The answer will be that all state organs in the capital and provinces are responsible for providing the ground for the establishment of such government.
If today is a gap between the state and the people, the reason is not been sufficient attention to the demands of the people, and without considering the demands of people establishing a democratic system in country is impossible.
In a democratic system, established according to the people’s will there will be no place for corruption, sabotage and mismanage of the affairs. Such a democratic system has roots in the people’s heart and never collapse because it has the support of people. Unfortunately, previously the local governments have done little for bringing the government and people to gather. Now there are signs that demonstrate that the unity government trying to settle the problem and fill the gap between the people and the government. Many believe if the government achieves this goal, without doubt they would successfully establish a democratic system that will meet the demands of people.
