Cabinet Meeting Blames Salaries of Govt. Employees Unfair

Kabul (BNA) President Mohammad Ashraf Ghani chairing the cabinet meeting on Wednesday September 21 stcalled salaries of the government employees as unfair and free of the social justice, a presidential statement said.
According to the statement, the president instructed all ministries to send the exact information of their salaries to deputy office on monitoring and evaluation of the president administrative office within one week. In the meeting, the Minister of Public Works asked for tax exemption over its two projects that the monitoring and implementation of which belongs to Sheladia Associate INC Company. According to the minister, based on agreement reached between Afghanistan and the Asian Development Bank, the reconstruction of Pul-e-Khomri – Mazar-e-Sharif highway, Naib Abad and Hairatan road was contracted in 2003, where monitoring contract of Qaisar- Bala Murghab was also reached with the company in 2006 with tax exemption, but now the Ministry of Finance intends to fine due to failure in payment of the said projects.
The cabinet meeting instructed Ministry of Finance to allocate the financial need of the projects from the budget of the Ministry of Public Works.
Meanwhile, the Minister of Urban Development presented a draft on solving the housing issues of the teachers and civil service employees. The draft includes two model townships with its economical evaluation for solving of the problems.
The cabinet approved the draft in principles, and instructed the Ministry to once again, economically review the project with renewing the apartments’ prices and present it in upcoming cabinet meeting.
Presenting the report on Police Township, Minister Naderi said that based on the report of the commission on evaluation of the police township, the Ministry of Interior should keep the townships with reasonable fares as its own property and take necessary steps on its expansion.
According to Minister Naderi, the MoI should separate eligible from non-eligible, and should once again register the apartments with reasonable price and cancel the previous documents.
The cabinet tasked the Ministry of Interior to prepare a list of the township’s residents and send it to Ministry of Urban development. The cabinet also instructed Minister Naderi to share the list with Afghanistan’s Land Authority for further evaluation. In the meeting the Minister of Energy and Water briefed the cabinet meeting on completion of the second phase of Kajaki dam by USA Construction Corp. The minister presented two drafts on investment and utilization of the project, adding that first draft include generating of 100 Megawatt electricity by the said company, where the government is needed to allocate 40 million USD for expansion of irrigation canals. According to the minister, the second phase states that the government will also hand over the responsibility of the current 51.5 megawatt electricity to the said company, where the company would sell the said electricity to Brishna Sherkat and the government is need to also allocate 40 Million USD for irrigation canals. According to the draft proposal, the electricity would be sold based on three categories of high security threats, medium and low threats. The cabinet approved the second draft proposal and instructed the ministry to take necessary steps for its implementation.
The meeting also discussed six international agreements presented by the deputy economic department of the Ministry of foreign Affairs which is as follows:
–   The agreement on 21st conference of members of COP21 within the framework of the United Nation’s convention of climate changes.
–   Agreement between Afghanistan and Indonesia on academic and diplomatic cooperation.
–   Agreement on bilateral consultations between Afghanistan and Swiss.
–   Agreement on scientific and cultural cooperation between Afghanistan and Italy.
–   Agreement on immunity and privileges for the Organization of the Islamic Countries.
–   Agreement on establishing of diplomatic mission between Afghanistan and Greece.
