Kabu (BNA) Providing work opportunities and improving the quality and capabilities of human resources are very important for the future stability of Afghanistan, therefore it should take serious among other priorities in the country.
BNA economic analyst commenting on the issue writes, Ashraf Ghani the president of Islamic Republic of Afghanistan headed the session of the high council of human resources held on the other day in presidential headquarters. In the session, the president listened to views and proposals of the members of the council about providing work opportunities and improving the capabilities and abilities of the staff, improving teaching quality, enhancing the capacity of admitting more students to higher education institutes.
The president stressing on the importance and necessity of providing work opportunities and capacity building of human resources added that serious attention should be pay on the issues.
The president also considered granting certificates according to international standards necessary that can help in providing work opportunities for Afghan workers and relevant staff.
The president during the session talking about recognition of the capacities of the ministries stressed that the government would focus on priorities of the ministries and state organs would operate according to the requirements.
The president also emphasized on the quality of teaching materials in state owned schools and higher institutes and assessing the curriculum.
He said the teaching system of schools, technical and vocational institutes, and universities would revise.
President Ghani is talking about creating work opportunities and the capacity building of human resources in a time the unemployment level is concerning and the number of unemployed people reaches to 9 m. Among them 4 m are suffering from persistence unemployment. Today the main reason and incentive behind legal and illegal migrations and asking asylum from other countries is unemployment. Unemployment is the most serious problem in the country, even one can say that it is more serious than security issue because the problem of unemployment and economic problem are the main factor of increasing crimes and strengthening the ranks and files of armed oppositions.
The other issue, which was focus on, was building the capacity and capability of human resources. If we pay attention to the current situation lack of proper, capacity and capability have caused a gap in performing the relevant affairs and state organs did not succeed to fulfill part of their programs.
Today if the people talk about non-implementation of developmental programs in state owned departments, this is partially because of security issues but it also depends on lack of capacity. These issues the nonexistence of necessary capacity caused the Afghan government could not succeeded to implement a number of contracts signed with other countries on sending work force in the relevant countries. Because the countries that have signed the contracts need, skillful workers with credential educational certificates while our workers are deprive of such documents and qualities.
The problem of capacity and capability is a serious problem in Afghanistan that should focus on. The national unity government considering the problem should adopt a clear and practical strategy to remove this problem. Another issue, which discussed in the session of human resources high council, was the quality of training and the quality of teaching materials in educational institutes and implementing various curriculums in educational institutes and schools.
It should say that with the establishment of private schools and higher education institutes, the curriculum has its problems and peculiarities. The schools and higher education institutes use their own curriculum while curriculum plays a significant role in today’s education and the students’ progress mostly related to it. Therefore, it should be at the focus of attention of relevant authorities.
What have discussed in the session of the high council of human resources were issues related to the community where its people are vulnerable and this fact should accept. Now if our aim is building a scientifically and culturally country, a reasonable strategy should adopt to solve the problems mentioned above. Abdul Khalil Minawee
