After Adjustments, 1393 Budget Draft To Be Sent To Parliament, MoF

Kabul (BNA) The house of people says that the draft budget of 1393 along with proposals of members of parliament (MPs) has sent again to the Ministry of Finance (MoF).
In their meeting, the MPs debated on the draft of budget and after emphasizing of financial and budget commission the same refuted the draft for its adjustment.
The house head of financial and budget commission Amir Khan Yar said in the connection that in the 1393 national budget draft, there are eight shortcomings that should be amended and in the name of capacity-building enormous funds are allotted that should be amended, 62 percent of budget is allotted for security and in sector of reservation, enormous money has been allotted that should be considered for other sectors which have further requirements.
Yar added that the agriculture sector that is very important, no attention has been paid to it. The balance also has not been considered among provinces. It is necessary that attention to be focused in this respect as well. The loans should be clarified and budget should be considered for infrastructural projects.
He said that the draft budget of 1393 is discussed in joint commission of people’s deputies and after consultation with the authorities of sectorial ministries, it was discussed and some amendments are proposed for it. The house of people emphatically said that allotment of 62 percent budget for security sector is very high that should be reduced. Because, they believe that this issue limited the budgets of education, agriculture and other infrastructural sectors.
At the same time, the authorities of MoF say that while standstill in approval of budget draft by MPs would lay negative impact in development projects of upcoming year, but they emphasize the budget draft after amendment would be sent soon to the parliament again.
The spokesman of MoF Abdul Qader Jailani says that after refusal of budget draft b parliament, the MoF would make effort considering financial possibilities to enshrine some proposals of MPs at the budget draft so once more that approval of budget not to be delayed.
He added that we are in favor of approval of budget draft by parliament in soonest possible time but, delaying of budget had its impact on the work process of development projects.
On the other, previously assistance had been rendered to Ministries of Defense and Interior that this time all issues are considered for security institutions though budget. In connection with allotment of further budget for security sector, the spokesman of MoF said that special attention has been paid to security sector in 1393 budget, because, the presidential and provincial councils’ elections to be held at this year.
Huge amount of budget is allotted for transition process, because, promotion of all sectors are linked to maintenance security. At the same time, a number of economic experts believe that attention should be focused to priorities and just balance should be observed in all provinces according to their requirements and population.
A witness in economic affairs, Amir Mohammad said in the connection that the development projects should be implemented equitably through budget in all provinces and be distributed to all of them at the same manner. Huge quantity of budget should be allotted for those larger ministries that have great responsibility and cover vast sectors.
Likewise, a number of our citizens grant more worthies to the considerations of MPs and ask them to adopt measure in approval of budget as soon as possible and focus their attention towards transparency and balance of budget and also think about people’s problems.
Sayed Ahmad said in this regard that no doubt, lack of transparency in making budget would bear more problems. So attention of parliament in arrangement of budget is the main requirements of people and the duty of this institution. But beside balance they should focus their attention toward the problems of government employees as well, because, they have meager income.
The latter are vulnerable part of the society and with small delay in approval of budget they grapple with much economic problems. This is in a time that it is several times that budget is refuted by MPs because of some shortcomings. Last year too, the budget draft was refuted two times by parliament.
