Kabul (BNA) Marshal Mohammad Qaseem Fahim, Acting President of the country chaired a plenary session of council of ministers.
To begin with, Marshal Fahim sympathized the Muslim nation of Afghanistan on the advent of Ashura of Hussaini.
Calling the second Bonn International Conference held in Bonn of Germany as a great event and expressed the hope that the decisions of this conference will be instrumental in security and stability and progress of the country.
As per the agenda the CM session head a presentation by the public works minister on the specification of length of railway in Afghanistan.
The CM decided that the Afghan Railway Department along with the representatives of Urban Development Ministry after carrying technical consultation specify a proper standard for the railway and present its views to the CM.
The decision of the law committee of the CM on nationality and immigration and the regulations of night higher educational institutions were presented by justice minister to the session.
The law on nationality and migration in accordance with the Constitution of Afghanistan has been prepared in 6 chapters and 36 articles.
The CM decided that the law be further studied and after confirmation of the CM law committee be referred to the CM for further assessment.
The law on night higher education institutions in 4 chapters and 20 articles was also taken up at the CM session and confirmed.
The minister of education called the vote of confidence to three government candidates by the House of people as manifestation of national unity of Afghanistan as a member of the cabinet expressed his satisfaction on this decision of the House of people.
He added that non-expending of the development budget is attributed to the structural problems, especially that in some of the development budgets of some ministries which are financed by donor countries, its financial resources have not been paid but is incorporated into their budgets by finance ministry and this raises the budget level and lowering the implementation balance.
The CM after discussing this issue instructed the finance ministry to resort to reification of the ministries development budget figures and prepare a report in this respect for the CM.
Two international conventions were presented by administrative deputy minister of foreign ministry which was confirmed by the CM as well.
