Kabul (BNA) The recent decree of the president that determines the activities and authorities of security organs during elections campaign can be consider as a move toward holding a transparent and free election where no any interference tolerated.
BNA commentator who closely monitors the process of elections writes; Hamid Karzai, President of the Islamic Republic of Afghanistan recently issued a decree that determines the authorities of security organs during the campaign for the elections and during holding the polls. The president issuing the decree asks the security organs of the country to avoid interference and to maintain their impartiality during the process of the elections.
The president of the country asks the ministries of defense, interior and national security directorate to adopt necessary measures for ensuring the security of the personnel of the independent commission for holding elections and try their best the election to be hold in the most proper way.  The decree also makes it clear that the security forces should seriously avoid interference in elections affairs and not inter in registration centers without permission, if it needed, they should ask the permission of the commission staff.
The president issuing the decree warns that no violation is tolerable anyone who violate will be introduce to justice and judicial organs.
The other outstanding issue that the decree focuses on is emphasizing on widespread of women’s participation in the elections. While earlier, the independent commission of election had stated that some voting centers would face problem due to lack of female security personnel.
The President has instructed the three security organs for ensuring the participation of women in the elections, they should assign more women for ensuring security, in order the presence of them encourage to women and girls to come to voting constituencies and vote for their favorite  candidate.
The other issue that the president focuses on is prevention of demonstrations and gatherings, which are against national interests and disrupt public order. The decree authorizes the security forces to prevent the demonstration and gatherings organized by illegal and unregistered parties to achieve their illegal objectives and to disrupt the public life.
The Afghan president issues such a decree in a time, while earlier there were concerns about the interference of security organs in working affairs of Independent Commission for the Elections but the recent decree could be a proper response for removing the concerns.
The Independent Commission for Elections welcoming the decree considers it as a move toward ensuring of holding transparent, fair, and free elections.  T. Nemat
