Two Phases of Talks On BSA Launched, Spokesman

Kabul (BNA) Spokesperson of Foreign Ministry Janan Mosazai said unofficial talks on security pact between Kabul and Washington, has started since last week with the third round started yesterday afternoon in Kabul.
The spokesman said deputy minister for political affairs of foreign ministry in his meeting with the US special envoy for Afghanistan and Pakistan along other issues discussed the security pact as well.
He did not give details of the talks and added that so far more information is not provided to him.
With respect to the release of Mullah Beradar he said that his freedom can be another positive and practical step towards strengthening of peace efforts of Afghanistan.
He noted that freeing of Beradar and other Taliban inmates are part of support that Pakistan is doing with respect to peace process of Afghanistan.
According to Mosazai the reason that Mullah Beradar is in Pakistani prison for he was in contact with the government of Afghanistan so that political talks could start between the government of Afghanistan and Taliban and the way for peace for ending war and hostility in Afghanistan is found.
He added that Afghanistan believes that freeing of Mullah Beradar can be a positive step towards strengthening of peace efforts that the Afghan government is following.
He emphasized once again that the Afghan government side wants that the Taliban inmates who are released from the Pakistani prisons should be handed over to the Afghanistan government so that the Afghan government can accelerate the process of talks.
Mosazai stressed that investigations with respect to recognition of perpetrators of insurgency attack on the US Consulate in Herat has started.
He noted that insurgency is enemy of humanity and the regional countries should closely cooperate in recognition of the perpetrators of crimes.
He added that Afghan security foundations in partnership with the US embassy in Kabul have started their investigation to find out the perpetrators of the insurgents attack on US Consulate.
He pointed that US General Counsel in Herat has announced that the activity of the related foundation will continue.
According to him the UN Security Council has asked the world countries to cooperate in recognizing the perpetrators of this incident with the government of Afghanistan.
With respect to peace talks he said that the Afghan government is ready to resume peace talks through the Doha office as per the previous conditions.
He noted that so far no decision has been made about opening of another office for the Taliban in country, while the position of Afghan government in this respect is clear.
If another office for the Taliban is opened the Afghan government wants that the new office is opened either in Turkey or Saudi Arabia.
He expressed the readiness of Afghan government to start talks from the Doha office as well on condition that this office acts under the condition set for it.
He stressed that the Doha office has been opened with the aim of create contact with the Taliban and direct talks of High Peace Council of Afghanistan with the Taliban.
