Registration Document, List Of Voters Presented To Council Of Ministers

Kabul (BNA) President Karzai chaired the plenary session of the Council of Ministers at the presidential palace yesterday. 
Initially the session of the Council of Ministers (CM) instructed the ministers of education, public health, rehabilitation and rural development to visit the Alburz area of Balkh province and address problems of the people. 
The cabinet ministers also advised so that as per the plan continues their provincial visits to the level of district especially visit places where an impact of governance is weak. 
The security organs also received instructions to avoid payment of high salaries and other unnecessary expenses that are finance by the donor countries.
Meanwhile, the decree no 45 of the president was presented to the session by the chairman of the Independent Election Commission along with the registration document and the list of the voters.
The document consists of collection of precise information related to the voters, reduction of fraud, reduction of election expenses, permanent preparedness for holding of elections, possibility of holding of anticipated elections at the Constitution. 
He mentioned insecurity in some parts of the country, non existence of data and national identity cards, non-categorizing of election zones and non-allocation of needed budget as problems on the path of elections.
The CM stressed that the election should held in full coordination with the government at national levels without intervention of the domestic or foreign foundations, in an independent manner without political, tribal and tanzim considerations for the welfare of the Muslim nation of Afghanistan under a transparent process within the national budget in accordance with the Constitution of Afghanistan and other enforced laws of the country. 
Efforts should be made that for ensuring transparency and reducing the expenses, the process of distribution of electronic identity cards for eligible people should be accelerated and instead of the registration process and distribution of separate card the electronic identity cards is regulated.
For this purpose a committee composed of the head of the IEC, ministers of interior, communications and information technology, finance, administration affairs and secretariat of the CM, the independent local organs and head of the central statistics department led by National security Advisor was assigned so that they review this view in ten days and report back to the Presidential Office.
The detail of implementation, the need and existence of the project for upgrading for results (CBR) was presented by head of the independent commission for administration reforms and civil service. 
The CBR project is for capacity building and will be led by the Afghans and financed through the Reconstruction Fund of Afghanistan and the national budget.
The anticipated budget for the project for five years is anticipated at USD 350 million starting from the 2012 and it will cover capacity bui8lding of 3000 Afghan government employees. 
The CBR project is part of the civil service reforms and departments will use it when they are being reformed and on the basis of this project all the program will come under name of reforms and administered under the umbrella of a single program. 
The CM viewed that administrative reforms will be positive when the need of the government departments in respect to recognition of specialists are specified and they should attain job through free competitions and general tests at the government organs and outside that and this way the ground is prepared for attraction of specialists and professional cadres.
The CM confirmed the CBR project and instructed the finance, economy, justice, national security advisor, senior minister and senior economy advisor and the administration affairs to rectify this proposal as per the views expressed and present it to the coming session of the CM under the supervision of the president of the country.
