CM Approves Strategy of Highways Preservation, Maintenance

Kabul (BNA) Marshal Mohammad Qaseem Fahim first vice president chaired the plenary session of the council of ministers at the presidential palace yesterday. 
To start with, the CM voiced its deep sympathies for martyring of nine people and wounding of two children between 9 and 13 years of age as a result of mine planted by the enemies of the country in Chaparhar district of Nangarhar, wishing patience for the bereaved families and immediate recovery for the wounded children. 
The CM instructed the administration affairs to deliver the government assistance to the bereaved family members of martyrs and the wounded.
The commission assigned for addressing the transfer of the displaced family’s living under tent at the Qasaba area was presented to the meeting.  The report of the commission stated that a number of families have been residing on the side of the Kabul airport, that from the viewpoints of military and security created threat to the airport.  This also created problems for implementation of urban plans.
The CM instructed the ministries of defense and interior so that in cooperation with the assigned commission led by Kabul Governor implement the decision of the National Security Council in this respect.
As per the agenda, Sadeq Mudaber chairman of the administration affairs and secretariat of the CM presented the working visits of the ministers from the 11th up to 24 of Qaus of current year to the provinces of the country in accordance with the order of decree no 45 of the president.
He noted that the ministers of education visited Parwan and Maidan-Wardak, minister of labor social affairs, martyrs and the disabled visited Herat, Kunduz and Badakhshan, minister of higher education visited Farah and Ghazni, minister of urban development visited Logar, minister of information and culture visited Nangarhar and Laghman and minister of defense visited the Kabul surrounding regions for realization of the contents of the decree No. 45.
Presidential advisor in construction, technical, mines, energy and water informed the CM over assessment of the townships and usurpation of land in center and provinces. 
He said of the 180 townships registered with the urban development ministry, 18 were assessed, and the proposal for recovering of the usurped land, assessment of the illegal townships, revising of polices and the mechanism for solving this problem an independent administration should be established.
The CM confirmed the proposal in principle and stressed that the assigned commission should carry on assessment of the legal townships and controls the constructed townships from the viewpoints of their construction and present its report in two months the CM so that those built the township illegally be punished.
The CM also instructed the ministry of agriculture and irrigation to lead the commission for recovering of the usurped land.
The ministry of interior was advised to cooperate with the commission and specify its proposal in respect to recovering of the usurped land and informed the CM in this respect for adoption of final decision.
The ministry of public works presented the tasks achieved in accordance with the decree No. 45 of the president in respect to preservation of highways.  On the basis of this policy the preservation and maintenance of the highways should be contracted with the private sector while the preservation of emergency and strategic points should be taken care by the ministry of public works. 
The policy also requires that the maintenance of the provincial roads should be contracted with the local Shura and with cooperation of the civil society foundations.  The policy also envisages formation of a fund for preservation and maintenance of the highways.
The CM approved the policy of the ministry and the ministry of public works and other related organs were advised for its realization.
The ministry of public works also presented a proposal on control of high tonnage vehicles on the country’s highways and the CM instructed the ministries of public works, transport and civil aviation, commerce and industries, rehabilitation and rural development and the independent administration for protection of environment led by justice ministry to compile this proposal in a frame of regulation.
In another part of the meeting minister of higher education presented the regulation for selection of eligible candidates for government scholarships.  The CM by some corrections adopted the regulation and advised the m9inistry to finalize the regulation.
Kabul Mayor proposed payment of Afs 35/3 million by the ministry of Hajj and Endowment for the 2500 sqm of land for the mosque of Bagrami project and added that the CM can provide the land free of charge.  The CM adopted that the land should be provided free of charge for building of the mosque.
The minister of refugees and repatriates informed the CM over possible return home of 99 children under the age of 18 separated from their families, from Britain Norway, Sweden and Denmark.
The CM instructed the ministry of refugees and repatriates and labor, social affairs, martyrs, and the disabled so that with the cooperation of foreign ministry undertake appropriate measures as per the guideline of the CM.
At the end the minister of agriculture and irrigation informed the CM that around 19 hectares of land located in Sardawra of Kunduz which was allocated in 1383 for township project by the Newi Jandahar Company, but the land has not been delivered by the ministry of agriculture and irrigation to the Kunduz municipality.
The CM adopted transfer of the 19 hectare land.
