Second VP Stresses On Extension of TUTAP Project Through Bamyan

Kabul (BNA) Dear countrymen! As you know electricity transmission of 500 Volt project from Turkmenistan to Afghanistan which was discussed in 2006 between the two countries and finalized by cabinet of former government in 2013 without specification of the transition route. From the very beginning, the project had technical and tactical problems. Therefore, Feshner, a German company, had reviewed both routes ‘Salang and Bamyan’ for implementation of the project.
Bamyan route was also suggested based on tactical, security and economic reasons. But, unfortunately the suggestion was not accepted by ministry of water and energy and DABS.
Since transmission of 500 volt electricity project from Turkmenistan to Afghanistan through Salang was disagreed by second vice president in a cabinet’s session, second vice president has held consultative sessions every week with people, relevant organs and civil society members in his office.
In all sessions held with elders, representatives of people in national assembly, civil society members and technical groups of electricity engineers, all in one voice asked for transmission of the electricity project from Turkmenistan to Afghanistan through Bamyan route.
Based on these demands, second vice president office in recent session of the cabinet has stressed on its previous stance supported by chief executive second deputy Mohammad Muhaqiq.
As now the issue has been discussed widely in media and social networks and the people have the right to ask the government for a clear response in this regard. Therefore, it is necessary to consider the following points in this regard:
1. The vision of second vice president office has not been changed in this regard and has enough reasons for transmission of the electricity project from Turkmenistan to Afghanistan through Bamyan. Second vice president office is also considering reasons created by DABS as unsatisfactory. 
2. Second vice president office is regards ministry of water and energy and DABS as key responsible for ignoring central areas in the country’s electricity master plan and asking them to review the plan seriously.
3. Based on disagreements of second vice president office in connection with the electricity project through Salang route and demands of the central areas’ people, a new plan has introduced by ministry of water and energy and DABS from Pushta-e-Surkh of Parwan and Ghorband to Bamyan, but with no execution guarantee.
4. We are praising all elders in particular former second vice president and currently senior advisor to high peace council Mohammad Karim Khalili, chief executive second deputy Mohammad Muhaqiq, representatives of people in national assembly, members of civil society organizations, political leaders and the people for raising their voice for implementation of social justice and balanced development. So, the government is obliged to provide first facilities of life in particular electricity to all equally. We are, therefore, requesting all to avoid any kind of measures and statements suffering national unity of the people and the government in current fragile condition of the country.
5. Second vice president office in contrary with the reports released in some media saying that second vice president has prevented transmission of the electricity project through some provinces and also believes for implementation of social justice, balanced development and fair rights of the country’s all citizens.
