Kabul (BNA) Ghulam Jailani Popal, head of Local Organs Independent Administration says paying no attention to local governance in the past 13 years has caused distance between government and people and armed group have made use of this weakness of the government. Ghulam Jailani Popal while briefing his 100-day action plan said local governance policy which had been prepared five years ago was not responding current needs and needed to be reviewed. Popal asserted that he would work on draft of national program of local governance during his first 100-day and need of the people would be analyzed based on the draft. Work on local budget and registration of municipalities’ properties was other programs of the organ. Popal further said currently 70% of the municipalities’ properties have not been registered, which has facilitated properties usurpation and corruption in the country.
