High Council of Nomads, IDPs Holds Session

Kabul (BNA) Chaired by President Mohammad Ashraf Ghani, the High Council of Nomads and Internally Displaced Peoples (IDPs) held session in Chahar Chenar palace on Sunday.
According to BNA report, the meeting exchanged views on technical committee meetings’ report, urgent humanitarian aids, coordination and responding procedure to IDPs and presenting their figure, the draft for construction of mosque to nomads, signing and construction of pastures and procedure to determine nomads’ dignitary. During the session, Afghanistan Lands Authority Head, Jawad Paikar, Minister of Refugees and Repatriations Sayed Hussain Alemi Balkhi, head of local organs directorate Abdul Matin Baig, Minister of Hajj and religious affairs Faiz Mohammad Usmani and acting head of general department for nomads solidarity, Dr. Hekmatullah Esmat presented their views, suggestions and detailed information on issues included in agenda. After hearing the participants’ talks, the President said nomads and IDPs needed a specific budget code and constitution should be applied on nomads’ settlement. He added considering consecutive incidents in Afghanistan, we need a specific database and manual. The President clarified that the international organizations should deliver their assistances through a specific reference to IDPs. He pointed out that a clear understanding should be existed between IDPs who intend to return and or settle so necessary measures are taken in the respect. Furthermore, the President said in consultation with nomads, the Ministry of Hajj and Endowment, Ulema Council and local organs directorate should work on exemplary mosques. He added pastures’ areas should be cleared and the local organs directorate is tasked to protect those areas. On determining nomads’ dignitary, the President said nomads had the capacity in trade, livestock and transport sections and these capacities should be used. During the meeting, the procedure to select nomads’ dignitary was confirmed.
