The meeting, hosted by the Islamic Emirate of Afghanistan and chaired by Mawlawi Ataullah Omari, Acting Minister of Agriculture, and Shavkat Khamraev, Minister of Water Resources of Uzbekistan, took place in Hairatan, Balkh province. The discussions focused on the impacts of climate change on water reduction and explored strategies to reinforce and prevent further erosion of the Amu Darya riverbanks.

The Islamic Emirate delegation included Mohammad Yousuf Wafa, Governor of Balkh; Abdul Haq Hamkar, Deputy Minister of Interior; Mujib Rahman Umar, Deputy Minister of Energy and Water; Ibrahim Hikmat, Head of the Economic Commission; and representatives from the Ministry of Defense and Administrative Affairs. The Uzbek delegation included Ismatulla Irgashev, Special Representative of the President of Uzbekistan for Afghanistan, and other relevant officials.
